EIS, DTRA, and SARA Whitepaper Released EIS Council and SARA release white paper: Electromagnetic Black Sky Responses of Power and Control Equipment

 

EIS Council, in partnership with the Defense Threat Reduction Agency (DTRA) and Scientific Applications and Research Associates (SARA) completed and published an important research project: Electromagnetic Black Sky Responses of Power and Control Equipment, available. The report provides important component level test data on EMP vulnerability and protection methods for representative critical transmission substation equipment deployed heavily by electric power utilities, including digital relays and a substation battery system. In brief, the relays and battery system evinced disruption or damage due to EMP pulses if unprotected, but displayed much greater resilience if simple, cost-effective mitigation/protection measures are put in place.

 

The report also identified an important area of concern for future study: electric power generation Distributed Control Systems (DCS). EIS Council, again in partnership with DTRA and SARA, has begun a follow-on study to similarly test and characterize EMP responses for representative DCS systems. The study is planned to include both laboratory component-level EMP testing to determine individual component EMP withstand, as well as in-situ testing at representative generation sites.
