Scott Blevins Communications Sector Coordinator
Major Scott Blevins (Retired) served nearly 30 years in the Kentucky National Guard. Scott first enlisted when he was a junior in high school and received his commission in 1997 through the Kentucky Officer Candidate School commissioning program. Scott served in the Signal corps throughout his military career and has both hands on and strategic planning experience on a wide array of military tactical and commercial communications equipment. Scott’s assignments included company level command (deployed with the unit in support of Hurricane Katrina), battalion operations officer, battalion and brigade S6 officer (similar to CIO duties), and communications planner and network operations manager at the Kentucky Joint Forces State Headquarters.
Scott began working full-time, as a Reserve Technician, for the Kentucky National Guard at the State Headquarters CIO office in 1999 as the Communications Manager. Scott was in charge of the planning and support of all communications (commercial and emergency response) supporting the Kentucky National Guard and its joint mission with the Kentucky Division of Emergency Management. He managed one of the largest data and voice networks in the commonwealth of Kentucky with over 60 endpoints. He also supervised one of the largest public safety radio networks with over 97% coverage across the Commonwealth of Kentucky.
Scott’s expertise in military communications, public safety communications, and commercial data and voice communications makes him an invaluable planner for disaster response planning. During his tenure as the Kentucky National Guard’s Communications Manager, Scott was called upon to assist in planning, providing and restoring communications during numerous floods, tornadoes and other federally declared disasters to include the 2009’s catastrophic statewide ice storm in Kentucky.
In 2006 Scott was awarded the Videographers Award along with CW4 Dewey Pope for his production of the “Introduction to the Sincgars Radio” training Video. Scott produced and narrated the 2004 video designed to train Soldiers deploying in support of the Global War on Terrorism how to set up and operate the Army’s primary FM radio.
In 2015 the Kentucky National Guard CIO office was reorganized and Scott picked up the Cyber-security and Information Assurance mission for the Kentucky National Guard; and in 2016, he led his team in successfully passing the Department of Defense Command Cyber Readiness Inspection with a first time “GO”, making Kentucky the first state to ever pass this inspection with a first time go.
In 2016 Scott founded his own Information Technology consulting firm, Leveled Up Inc. to help leaders leverage technology in accomplishing their strategic goals.
Scott retired from the Kentucky National Guard in 2017.
Scott holds a Certified Information Systems Security Professional (CISSP) certification and has been certified as a Certified Ethical Hacker (CEH)
Scott holds a Masters of Business Administration degree from the University of Louisville and a Bachelor of Science degree in Justice Administration from the University of Louisville.
